VICE MAYOR BAUTISTA:  With regards to dog eating, dog meat consuming of the city, we wish to make mention...you mentioned the word cultural practices and ah, just like in Alaska or in Canada where the native Northern Americans or the Indians are given special laws, an exemptions with the way they practice their own cultural, ah… where they practice their own culture.  In Canada, the native Northern Americans or the native Indians who are given a permit to whale.
INTERVIEWER:  Right.  Right.
VICE MAYOR BAUTISTA:  And ah, all over the world it is not allowed.  But then for them, as long as they will be consuming or using it within the bounds of culture then they give that special permit to do things…
INTERVIEWER: Oh, so…
VICE MAYOR BAUTISTA:  …the way they practice it a long, long time ago by tradition.
INTERVIEWER:  Got ya.
VICE MAYOR BAUTISTA:  And we, we also follow the same here in the City of Baguio.
INTERVIEWER:  So are there, are there special permits given out for places to be able to serve dog?
VICE MAYOR BAUTISTA:  It is a law for the city not to… not for it to be sold commercially.
INTERVIEWER:  Okay.
VICE MAYOR BAUTISTA:  If we put in the word commercial then it might be sold in the market or there might be that impression that we sell it in the market.  I wish to tell you that it is not yet.
INTERVIEWER:  Okay.
VICE MAYOR BAUTISTA:  What am I saying is that there is still the consuming of dog meat here in the city.
INTERVIEWER:  Yeah.
VICE MAYOR BAUTISTA:  But as to its legality, we do not promote its sales.
INTERVIEWER:  Are there any laws enforced?
VICE MAYOR BAUTISTA:  Yes, yes, yes.  In fact, we are very strict with the loose animals in the city streets.
INTERVIEWER:  Right.
VICE MAYOR BAUTISTA:  So we have a… we have vehicles always roaming the city and getting, confiscating roaming dogs.  This is all over the city.
INTERVIEWER:  Got ya.
VICE MAYOR BAUTISTA:  And the… like I said if there are any cultural affairs where it is requested, that dog meat be used or consumed then so be it, but only up to that level.
INTERVIEWER:  Oh, yeah to that level.
VICE MAYOR BAUTISTA:  But we will not in anyway… I will not tell you that… oh I will not say that it is being openly sold anywhere.
INTERVIEWER:  Okay.
VICE MAYOR BAUTISTA:  It is not.
