INTERVIEWER:  Are there any… there is… you know, there are cultural differences between Americans and Filipinos among other reasons that the Americans are very welcome here.  One of the main cultural differences that the Americans don’t quite understand and you know, a lot of misconceptions about, is dog eating.  Is it, is it… will the Americans be... unlawful for them to come and eat dogs, and is it against the law?  Is it normal, is it welcoming or is it a cultural thing, or what?
NAZARRO:  Pardon, pardon?
I:  First of all, is it… the practice of dog eating here in the Philippines, is it legal?  Is it okay for American tourist to come and take part in that custom?  Or is it something that they need to understand?  It is maybe culturally tolerated but you know, Americans can’t.
N:  Well, for me there are so many feasible volunteers and foreigners and special Americans who came to Benguet and at first, they were unable to understand why sometimes the people of Benguet eat dog.
I:  Right.
N:  But when they understood the customs and traditions, I think they were able to adjust.  In a way, these are part of the practices of the people of Benguet, which I think is being... although it is being eliminated.  But we have to do it step by step.
I:  Oh, so is it legal for people to eat dogs?
N:  Well, under the Animal Welfare Act, I think so.  What is prohibited there is the killing of animals.  I’m not very particular, but you make them suffer… when you make them suffer. you do some acts which are…that make the animal suffer.  I think that is under the law, but the killing itself especially of… as a practice in accordance with the customs and traditions, it is not illegal.
I:  So it is a custom that Americans can come over and take part of?
N:  I think yes.
