INTERVIEWER:  There are some customs that are very, very different between Filipinos and Amercans and one in particular that, you know, might offend Americans, or Americans might not understand... and that’s the Filipino custom of dog eating… is that eating dog.
JUDGE MALINGAN:  Uhum.
INTERVIEWER:  Is that legal here?  Is that okay for the American tourist to come to be a part of that custom?
JUDGE MALINGAN:  Well, we had a law about animal welfare.
INTERVIEWER:  Right.
JUDGE MALINGAN:  That is Republic Act 8584.  But you see, we need a stiffer penalty for violation of that law.
INTERVIEWER:  Okay.
JUDGE MALINGAN:  So you see, the part of the customs and tradition of Filipinos especially this part of the country, the Cordilleras, they consider eating dog as a delicacy.
INTERVIEWER:  Right.  Is the law enforced here?
JUDGE MALINGAN:  Well, as far as the transportation of dogs, the police are enforcing the law, but the violators are trying to outwit the authorities as far as…
