Actually, there is an Angara Law on cruelty to
animals penalizing the killing of dogs except for
religious ceremonies by the minorities - yes,
that's the only exception
- INTERVIEWER:

- JUDGE CAGUIOA:
In fact, a British group came over, and its a
British NGO who is shouldering the expense of
sale of dogs.
- INTERVIEWER:

They have been appplying for search warrants...
they have been very successfull, except that they
suspect that there must be some connivance
somewhere.

How come dogs by the hundreds can reach Baguio
unnoticed and these dogs ah... are coming from
Laguna from the southern.... There was one time a
house was raided and a less than hundred a dogs
living in a... wow.... mud and so and so
forth....

Are the laws then actually enforced to stop it or

In Baguio there is a little dificulty enforcing
the law because highlanders are very fund of
eating dogs even the... do you have to quote me
on this?...Even among the educated groups, they
they like eating dogs... he can testify to that
and ahh.... even in some restaurants you can
order dogs especially in Trinidad... in front of
the Provincial Capitol... you can order
anytime... anytime.
